Lorna Mahlock is the first African American woman to be nominated as a Brigadier general (one star) in the United States Marine Corps. The signoff of the nomination, by President Donald Trump, was made known in a press release by U.S. Secretary of Defense General James Mattis. As of April 2018, BGen Mahlock is the Deputy Director of Operations, Plans, Policies, and Operation Directorate at Headquarters, U.S. Marine Corps.

The Marine Corps has quietly named a historic new CIO.

Lorna Mahlock — the first African-American woman nominated to serve as a brigadier general in the Marine Corps — is now also the service’s director of command, control, communications and computers (C4), and CIO.

Mahlock is also the Corps’ first female CIO, taking over the role in late May, her office confirmed to FedScoop.

Mahlock’s story received national coverage in the media in April after she was nominated for the promotion to brigadier general. Since then, the Senate confirmed her, but news of her appointment as Marine Corps CIO has gone uncovered.

Mahlock’s official promotion date is set for Aug. 3, and until then, her official title is brigadier general “select.”

Prior to taking over the Marines C4/CIO role, which sits under the leadership of the recently consolidated Department of the Navy CIO, Mahlock served as deputy director of plans, policy and operations, and commanding officer of the Marine Air Control Group 18 in Okinawa, Japan.

Mahlock, a native of Jamaica, was commissioned into the Marines in 1991 after immigrating to Brooklyn, New York, she replaces Brig. Gen. Dennis Crall, who left the CIO role in February to serve in the Office of the Secretary of Defense as principal deputy cyber adviser at the Pentagon. Since then, Ken Bible, the deputy CIO, has been serving in an acting capacity.

Carla Provost (born c. 1970) is an American government official who currently serves as the Chief of the United States Border Patrol, since August 9, 2018, she is the first female chief for the Border Patrol, previously, from April 2017 until her promotion in August 2018, Provost served as the acting Chief of Border Patrol, Provost was previously Deputy Assistant Commissioner, she is the first woman to head the USBP.

Carla Provost, who has been serving as acting chief of the Border Patrol, will take over as leader of the agency on a permanent basis, Customs and Border Protection announced Thursday.

Ms. Provost, who was appointed the acting chief of the Border Patrol last year, will become the first woman to lead the Border Patrol in its 94-year history.

Kevin K. McAleenan, the commissioner of Customs and Border Protection, made the announcement during a morning ceremony at the agency’s headquarters.

Mr. McAleenan called the appointment historic and praised Ms. Provost as an “agent’s agent” who had earned the respect of agency personnel from Border Patrol agents to the top leadership.

The promotion comes as no surprise since Ms. Provost has been leading the Border Patrol for over a year. But her choice as a chief of the border agency is a significant milestone for women there.

Currently, women in the Border Patrol make up only about 5 percent of the agents, one of the lowest proportions among federal law enforcement agencies. In an interview, she said the agency is actively trying to recruit more women.
